Atlas Planning Performance Agreement

Planning Performance Agreements (PAAs) aim to improve the quality of planning requests and the decision-making process by involving the Local Planning Authority (LPA), developers and key stakeholders to cooperate in partnership. The Garden City & Large Sites (GCLS) model is a financial model that can enable long-term feasibility testing of large sites. It is particularly relevant when it comes to future garden villages, cities and municipalities and may consider alternative financing, investment and deployment models, as well as overall evidence of the availability of the programme. It can be used at an early stage in the planning process, in accordance with the guidance in the Planning Practice Guide. An important aspect of the model is that it is “open” in the sense that all parties can see all the data and calculations. .
